How Does Hierarchical Prioritization Work?

When it comes to the priorities you have made, it cannot be absolute. Especially if you have a very long list, but only look at the top five. Those top five would be very close together and you might still have spent significant efforts to things that are not the first thing or even the second type of priorities.
