Uh a Riddle Beats by a Wicked Problem
Riddle contrasts wicked problems with tape problems. There's not a whole lot of opportunity for reframing of the problem, he says. A good negotiator can somehow sometimes set up situations in which people can be brought to the table and there can be reframing but that took more than a generation. He also talks about how managers don't face a problem so much as a series of connected ever changing problems which are kind of a mess.
