Is There a Balance Between Volume and Workload?

The way I define volume is sets times reps. And intentionally trying to build work capacity, you just have to do a certain number of sets and reps to build that work capacity. But if your goal is powerlifting, especially the amount of work capacity you need is preposterously low because you need to do nine total lifts in one day. That's it. Nothing magical about volume that does anything other than stimulate the literally molecular structures that grow muscle. Now, if more work is called for, you just fucking have to do more work."
