Is the IAEA a Good Agency?
The IAEA doesn't have access to everything that's going on in these countries. The Board of Governors is very careful not to give the IAEA too much authority for fears of violating countries' sovereignty. But they've got great people working there, courageous, competent people for the most part. It's only going to get harder as technology allows people to build things faster and with greater precision.
