The threshold for Security Council reform is extraordinarily high because it requires reforms to the UN Charter. Under the terms of the Charter itself, you cannot make any edits to the document without ratifications from two-thirds of the UN membership. So the rules do mean that the chances of success are always going to be pretty limited.
