It could increase the data cost and below it of running a node in a pretty big way. There may be a way to do it where it's very, very difficult for a client to on the client side to recognize a useless UTXO from a viable UTXO. But yeah, I think spam of various sorts is always some sort of an attack vector of any open network of any kind. That's why it's so critical that the game theory and the economics line up that that spam is incredibly costly.
