Analysis is a set of skills, it's not a role. It can be done by the product owner or by somebody in the team if the product owner can't do it. How do you scale this up across multiple teams in a bigger program? Let's say you've got 100 people just got to work on some big thing together and you've got 10 teams. The idea is to have somebody like a business analyst at each level of the organization.
