Is the Fat Burning Capacity a Thing You Can Train for an Endurance Athlete?

The test protocol was to start at a low ish power level and increase by 15 Watts every four minutes. The doctor said it looked like my ability to process carbohydrates was weak, resulting in a lower top end of the result. I think part of this was just cutting off the test too soon, but I was getting fairly fatigued even going over my FTP for a few minutes. So my question is carb burning ability, a thing you can train? And if so, how do you do it? And also how much does it really matter for an endurance athlete? Would training my top end pull my FTP higher?
