The President Is Constrained by Congress and the Constitution

The president has the ability to exert a lot more leverage than the founders certainly intended, partly because the constitution is vague on this. We like to think that the presidency is constrained by congress in the constitution. But posner's argument is that congress and the constitution don't contrain the president very much at all. The constitution almost none.
