Commissioner Mike says he tried to show him how bad it was. Crime tims who were poor, crime victims who were people of color,. the crime that happened to them in a million differet ways was just invisible to the police department. He starts to panic as he realizes that his boss, bill bratton, does not understand that that's what's going on.
