Having your managers do regular check ins and pulse checks on how people are feeling is a good start. We just acquired a company called emplify, which is a phenomenal engagement measurement that also talks about the underlying psychological drivers of your engagement per manager. There's other great products on the market. But having some way to check in and assess what the pulse of the company is right now would be helpful.
