There's a club of countries that go by the name of Uniting for Consensus. They argue that really giving anyone new permanent seats is a bad idea. And so, this is one reason why there's an understanding that even if you created your permanent seats, you would have to create new elected seats as well. I think it's a very good question as to what the G4 would achieve if they got these permanent seats without vetoes.
