Anxious people can't always self-soothe because they didn't get so one were born, were born with a sympathetic state. We're not born with the fully developed parasympathetic state, which is our rest and digest. An anxious person usually can't self-regulate that easily. They actually need to call a safe friend. And it's through healthy dependency and support that you learn self-regulation.
