Is There a Budget Line Item for This?

In a lot of cases, sellers don't have the full truth, right? And maybe like I've done this before buying things as a marketer, like I'm busy and I don't have time to kind of explain to them all the things. So I just kind of nonchalantly tell them maybe in an email or on a call like, oh, it's not a budget,. But the true reason is I could have found the money if you had proven value or an ROI behind this tool. That's where like category creation comes in like the category doesn't exist and there's not abudget line item for it until people start to see value andROI on it.
