Francis galton was a scientist and statistician who believed in experts. He figured they knew things that ordinary people just did not. The idea thait underlies this is everywhere, it's the idea of the stock market. You kow thousands of random people buying and selling shares. Like when you hear that apple stock went up or the dow plunged, that's basically people guessing the weight of an ox ye.
