Pendemic Proliferation

We spend somewhere between two and 70 billion dollars a year on nuclear non poliferation. Why don't we take pendemic proliferation similarly seriously? Internationally there is a nuclear test ban treaty, whill those four sets of experiments are the verological equivalents of nuclear testing. You actually make it a national security matter, then you treat it like a national security risk which is arguably greater than that of nuclear proliferation.
