Do You Think That Moderation Is Working?

Every four years, moderation teams come in and look at ten % of the children for reading. We want to know that teachers are really accurate in their judgments. So we're trusting your judgment for the other 90 now. With trust comes a lot of autonomy. But i do think that verification's needed. It depends on how well schools are doing the moderation process when people like me aren't there.
