There's a lot of structural reasons technology can't just spend money, that it has to be alowd ant every single level of bane. It really as put government am behind the times m in terms of the way they have to purchase. There's also this long standing perception that, now, don't take this the wrong way, but that it works well enough. And what these solutions would tend to do is cost more for the city, not necessarily save the city money.
