What you described sounds a whole lot more expensive than just building the capacity to make m r anda vacines in bulk very quickly in various places throughout the world. So wouldn't it be beneficial to do the deep vision work to find the plausible bad guys and to just stock pile billions, or hundreds of millions, r whatever the appropriate number is, of those vaccines?
