Is There a Model of Type 2 Diplomacy?
There's a number of cases of what they call track two diplomacy or track 1.5 diplomacy. It was really important in figuring out what the solution set to the Iran nuclear deal might look like. And so this is a model that's applied in a variety of areas, including on non-nuclear threat reduction work. The ground rules of this are very secretive but it's important that there are these lines of communication.
