How Long Does a Training Plan Need to Be?

We live in a society of 12 week programs. But yet they don't really stack very well, right? I try to get strength athletes to buy into a bigger picture than 12 weeks. So the where I run into some roadblocks with that is in my brain,. A year is really not enough, you know, to really get the full benefit of a training plan.
