The Complexity of Cells

I think that cells are not coupled richly enough to the environment to make it necessary for conceptualizing their own agency from the perspective of an observer. The majority of cells probably don't have a self model. So they're acting entirely under that external will paradigm. No, there is not necessarily a will involved. They're just mechanical in the same way as a thermostat.
