The great powers of europe entered into two somewhat overlapping alliances in the wake of waterloo. The first was put forward by czar alexander in september 18 15, and was dubbed the holy alliance. In november of 18 15, the big four all signed the quadruple alliance - an agreement to come to each other's aid if france tried to break out of france again. But though this looked on the outside like a gesture of good will, it's not like the austrians wanted to keep the austrian netherlands.
