The Neocortex and Memory

The reason why we can't measure the same brainwave activities in a fruit fly is because even though they have a lot of neurons that help them move and interact with the world, they're not layered in the same way. So there's probably something very ancient, very primordial that this is going to end up being tied to versus something in the neocortex which is more a higher level cognition. Probably not memory. Or would it be because every animal would need to go, hey, I learned this, food is here, this movement where that thing's a predator? Even fruit flies. Completely false on my part.
