How to Become a Roman Citizen
When Rome came in and conquered a people, they did not become citizens quite adamantly and intentionally the opposite. So then there's only two other ways that you can become Roman citizens. If you are a conquered people, if you don't have one of those agreements, you can purchase your citizenship. And that is actually through a process called manumission. It was highly, it was very rare that any owner would think so highly of a slave that they are then manumitted and they themselves don't receive citizenship. But Jerome in church history, church tradition says that Paul's parents were manumitted. That is how Paul got his citizenship.
