In 2008 it took Missouri a long time to declare whether John McCain won or Barack Obama won. That's the working assumption of election and polling experts. The reasoning for that is kind of like sketchy. There isn't clear political science around why that happens. One of the reasons is if you've changed addresses in the last year, more Democrats don't have a consistent polling place.
