The Gendarmerie and the Insurgency

When the occupation ended, this centralized police state structure remained intact. This new military police model would, for the first time, make nation wide tyranny a real possibility. But the creation of the gendarmerie created as many problems as it solved. The American marines had no good way to tell insurgent combatant from peasant non combatant. And so their counter insurgency tactics became reckless and indiscriminate.
