Is There a Consensus on Teachers Professional Development?

Sir Richard says there is a consensus view of what makes for effective professional development in the UK. But he argues that many reviews have used very weak research designs to draw on, and it's hard to know whether any of these things are really good or bad. Sir Richard: The problem with this sort of approach is you can't tell if they're actually making teachers better at doing their job.
