If you are at low intensity below your first turn point, you should be able to talk as you go. The rule is physiologically founded in the fact that if you are beginning to hyperventilate, then of course it's going to have an impact on how you're able to speak. If you can recite Shakespeare, you're probably going a little too easy. Well, then you need to play chess.
