Diplonat's in New York have been talking about Security Council reform since the 1990s. But Russia's aggression against Ukraine, I think, has upended discussions about this issue. There was a real recognition starting in February last year that the way Moscow was able to use the Security Council and its veto demonstrated the flaws in the body. And through the summer of last year, there was a lot of talk around Turtle Bay about the need to get serious on Security Council reform.
