Is Blogging a Top of Funnel Pursuit?

I used to think inherently that blogging is a top of funnel pursuit in the sense that it's primarily people are researching stuff. But then having thought that through, I almost began to undermine myself because what if people are searching for best content marketing agency as a keyword? That's obviously quite high in 10. You can still create articles to target that. People can convert off of that as well. So that doesn't fit quite as nicely into this like theory of linear progression to the funnel.
