Pericles' panégiric is his famous speech where he calls Athens the Academy of the Greek world. He stirs the Athenians to fight for the greatness of Athens as a city of learning and culture, which he attributes to their democratic character. So much of what we have from the intellectual productions and artistic productions of ancient Greece are from the time of its decline. But that's when you get the best productions of culture, right? The decadent period before the end comes.
