The foundations started funding this work in the 1980s. And by exchanges, you mean US scientists speaking to Soviet or ex-Soviet scientists and vice versa? That's right. And these knowledge networks that they had built over the years at levels of trust. The programs also encompassed biological and chemical weapons. They led to some pilot programs which eventually led to the non-Lugar Cooperative Threat Reduction Program.
