In 1962, the Kennedy administration discovered that there were Russian missiles in Cuba. The question really became like, how do we diffuse this situation? How do we get the Soviet Union to remove these missiles? So they chose to do a blockade of Cuba instead of an attack. They also sent orders back and forth between John F. Kennedy and Khrushchev.
