How Does Ownership of the Sea Work?

It took almost 15 years of negotiations at the UN to agree on how this would work. Historically, the oceans and seas were divided into two broad categories. The high seas are every bit of sea further out than three miles from a country's border. This was developed from something called the cannon shot rule in the early 18th century. If one part of the sea is owned by one country, it means it can't be owned by another.
