The EU's Approach to Regulation of Third Country Investment Firms
There are no real uniform approaches so every member state has its own discretion in relation to third country investment firms or say financial institutions. For instance under Dutch law there is a permission that would allow a UK branch to get a license and its authorization but it hasn't happened in practice yet because also the Dutch regulators just don't really know how to deal with that. So until now it's really sort of every member states for its own.
