Often measures get added without any basis other than people don't want to miss out. Even before the evidence has been remotely presented, people are rushing to add new measures. Because no one wants to give anything up, they just get bloated and bloated. You can actually look at this and often you can get your tracker to be more efficient by getting rid of the rubbish.
