Why Did the Navy Make That Change?

The Navy realized that all the leaders were cowards. So they made this drastic change to the evaluation. They changed to this thing called forced ranking where, you know, whatever there was percentages on how many people could be ranked at the highest level. And because I had just made E five, I got ranked at the bottom of the E five's in my platoon.
