The Differences Between Genetically Modified and Genetic Engineering
Over 90% of the corn grown in the US is GMO, and it was bred to improve disease and pest resistance. Similar research is going on with barley, and brewers' yeasts are now being evolved for improved foods and beverages. If you use gene editing or genetic engineering to make a cystgenic change, the resulting organism didn't introduce any foreign DNA. That's why some governments may say we're less interested in regulating that change because what the result was isn't normally what you'd find in the organism gene pool.
