Constitutional Principles - The 18 Year Time Limit

Every president henceforth will nominate a new justice in year one and year three of every presidential term. The law could provide in veil of ignorance fashion that the new system will not go into effect until after the next presidential election. So this is not a partisan scheme. You can do it behind a pure, pure perspective veil of ignorance, fine by me.
