The Status Quo Is Not Stable
There are no procedures or rules in place for how that should occur. It essentially locks in this nuclear monopoly for a small number of states. That doesn't seem like a sustainable situation for the long term. And we know that there were 29 countries that have pursued nuclear capabilities at one part or another.
