What Is Cognitive Load Theory?

Cognitive load theory looks at why does that transfer not always happen. What are the causes of the bottleneck around working memory? And what can we do when either we present information or we give instructions to students that can best help facilitate that transfer into long term memory? For me, getting from one to 1000% and that for me is 90% of cognitive load theory.
