What's the Difference Between Battle and Civilian Deaths?

If you have 10 Allied parties who all declare war a group of another 10 Allied countries, then there'd be 100 wars going on by this measure. Because they're not fighting each other, they're just fighting across. So even if the British did go to war with all of the princely states in India at the same time, it'll only be counted as one conflict. It doesn't include civilian deaths because that's far better measured.
