Gagirrenza: The sources of irrationality have little to do with consistency on country. Heuristics are, as you said, are a tool to deal with uncertainty. But I'm not of the opinion that heuristics are always good. This is why we study ecological rationality - does it work or when does it not work? And one has to realize that Bayesian models are sometimes good and sometimes bad.
