The National Follow-Through Study
House et al 1978 attempted to demonstrate that there was significantly more outcome variants between sites implementing implementing the same educational model. They went on to conclude that the follow-through experience indicates that educational problem-solving and educational change must be conducted primarily at the local level. An almost identical conclusion was reached by coulion 1983 who in a recent presidential address to the American educational research association stated what is impressive in the follow- through data for example is the vast variability and effectiveness among sites implementing the same instructional model but not differences between models.
