The Tenth Party Congress on Party Unity
The ban on factions was passed by the tenth party congress. The resolution called out the danger of organized opposition factions inside the party. Failure to comply with this resolution is to entail unconditional and immediate expulsion from the party. It awarded near limitless power to the members of the central committee of the party, who could decide what counted as heretical factionalism.
