As the Chinese were ramping up their military spend as a percent of GDP Taiwan's was going the the opposite way because we our military had held on to this idea for decades that there just would not be war and so and the p.r.c. posed no threat. So in 2016 this is sort of the military we inherited which is underfunded underutilized understaffed um that had just faced our conscription and frankly was a complete mess in terms of recruitment. Lee Ximing proposed this whole radical idea that we needed to disregard what deprioritized kind ofUm heavy conventional equipment and capabilities that just did not make sense, he says.
