Oil and Oil Caps - The Global Price Cap on Russia and Oil

The EU price cap on Russia and oil kicked off this week. How will the global price cap affect the global oil market? This is a G7 effort. I'm thinking that the cap may work, but the main reason it will work is because it's not going to make a lot of difference. $60 is not that different from what Russia is getting anyway.
