The fact that these destructive weapons technologies require a lot of human capital is a kind of fortuitous fact because it smooths out the speed at which you can possibly develop them. Anything that reduces those bottlenecks creates pathways to developing bombs, even by smaller countries and potentially non-state actors. One of the key principles here is that it's much easier to refrain from an activity you're not yet doing than it is to stop doing something you're already doing.
