In 1923 General Miguel Primo de Rivera, the Captain General of Catalonia, would announce that he was now dictator of Spain. The Primo dictatorship was initially welcomed by many within Spain, especially the industrialists and others in the upper half of Spanish society. They hoped above all that Primo would be able to provide stability. For workers and peasants, Primo had a generally patriarchal view,. He sympathized with their problems, but was really unable to work towards real solutions to their problems as would rapidly become apparent.
